Whats this movie called?

i only know of 2 small parts in it. i think the atmosphere was going crazy or something... but the 2 parts are: people are trapped in a building charged with electricity, and they have to get out, so the use rubber to get down the stairs, like rubber mats. the leader person says don't touch the hand rail, but someone falls on it, and gets electrocuted... and the other part is a lady looks like she was gonna commit suicide in a room partially filled with water... her friend or someone says no don't... his foot was partially in the water... so she threw a toaster at him... and this electric thing went into his body and killed him... i liked the movie, and was just wondering what movie it was? please help me!
