What should my average skill level be for a level 71 on RuneScape?

If you want to make money to merching. Buy things at a cheapest price and sell it for a higher price. That or do something like rune running. Where you go back and forth to a rune crafting alter for someone, and you just have to get the essents and trade them for the runes. No skill is involved.
