RuneScape: Which is the fastest skill to level to 99 (read first)?

I am trying to get skillcapes for all the easiest levels. So far I have 99 in firemaking, cooking and fletching. Which level is the next fastest after these (unincluding expensive levels or combat levels)? and, can you give me a quick guide that shows the quickest way to lvl 99 of that skill (link will be fine)?
